Lukwago vs Musisi: What Ugandans Say

Do the majority of Kampalans agree with Lukwago, that the Office of the Mayor should be above that of the newly created Executive Director held by Musisi?.

The Lord Mayor of Kampala Capital City Authority Erias Lukwago has taken the Executive Director of KCCA Jennifer Musisi to court over their increasing conflicts in the management of Kampala city affairs. The two officials have been in an open power struggle with each saying they are the bigger boss in KCCA. Lukwago claims Musisi is making his work difficult, while Musisi says she is just doing her job. We ask a number of people in Kampala what they think about the misunderstanding between Lukwago and Musisi. Below are excerpts:-

The office of the Mayor should be above that of the executive director because a mayor is elected whereas an executive is appointed. Why should the President impose someone on us?

The office of the Executive Director should have powers of the town clerk and the mayor should remain the boss. A mayor is known by the majority of the people in Kampala unlike the Executive Director.

Magidu Mutama (Teacher)The two offices can work hand in hand without antagonisms. The officers in those offices should cooperate to manage the city and stop looking for who heads who. However for harmony, the office of the mayor would remain superior.

Damali Nakigudde (Marketing)
The office of the Executive Director should lead that one of the mayor because the mayor cannot modernize this city. Being an elective post, the mayor cannot order for the eviction of street vendors or demolish the unplanned buildings for fear of losing mandate but the Executive has no one to fear since she/he doesn’t need a vote.

Ruth Nanyange (Businesswoman)
How can someone we did not vote for be the boss of someone who has the mandate of the people?… As if people wasted their time going for elections. The office of the Mayor has to be above that of the Executive Director.

Rose Kasawuli (Landlady)
The office that was created this year cannot head the one that has been there for years. The Mayor’s office should remain above.

Caroline Kirabo (ICT).

Both offices are necessary but those working in them should accept to work together. But really the office of the Mayor should not be subdued.
